Dear mouse,

I woke up this morning with a link coming from the website of a British guy who is accusing every Filipino a scammer. That I am a part of the plan of a cover-up. Me? A blogger who was blocked by the bloggers who were the first to find him paranoid?

When someone commented in my articles about Filipina image, why I did not elaborate much about the negative websites of a British guy, I ignored it. I feel that so much have been written about the issue and bloggers have already bannered his story as a hoax. In fact putting the links in the side bar is making his websites more famous which is really his objective. HE WANTED TO CASH IN ON THIS STORY BY PUBLISHING IT IN A TABLOID. NO taker.

When a fellow blogger informed me that he is going to write about the issue, I said go ahead, waste your time. He did spend his all weekend reading his journals to find out the truth. He is writing on installments because as promised he dissected everything to know what prompted this guy to come up with his negative stories. I will be going ahead of the story if I am going to write what his conclusion is. BECAUSE I ALSO GOT MINE which I did not plan to write not until I too am being suspected of being a part of the scheme. I even promised my fellow blogger that I am not going to comment on his blogs. I am sorry if I am going to break that promise.

I wrote:

First, I do not believe that the hospital and the real estate agency and the doctors were involved in a scam. I do not believe however that there was exploitation of the Filipina by the British lover.

I stand for what I wrote.

Having been trained as an auditor and a consultant, I am responding based on the documentary evidence and the STANDARD OPERATING OPERATING PROCEDURES of healthcare organization which is subject to regulatory agencies ethical and professional standards.

1. On e-mailing doctors for medical condition/records of the patient
He wrote: On the Sunday I was starting to lose my patience with the incompetence of these people in the Philippines – apparantly unable to get any legitimate information to me from the hospital .

There is such a thing as confidentiality of the medical records of the patient. NOT ANYONE CAN ACCESS PATIENTS’ FILE. Even if they are at the foot of the bed, only medical staff can decipher the notes. That is the reason why doctors handwriting are not legible. They write in medical codes which can be transcribed only by those who studied these international codes. Doctors are not free to issue medical bulletins in writing. It has to be cleared with the hospital records department which must have the authorization from the patient or the family. These “INCOMPETENT PEOPLE” CAN NOT JUST GET THE INFORMATION.

Mr. British guy should be aware that even in British hospitals, not unless you are named as the next of kin, the hospital has nothing to do with you. They have no obligation to inform you of the emergency situation and there has to be certain processes that have to be complied with to get the medical records of a patient. I know that for a fact. I have three relatives in UK, one nurse and the other two are my sisters-in-law who have been there since 1970s. When a relative who put me in his file as next of kin was brought in the ICU, the hospital rang me up in the middle of the night. THEY DIRECTLY COMMUNICATED WITH ME. NOT IN E-MAIL. BY PHONE.

I am dealing with hospitals/doctors right now because of my health condition. Agencies who want to get my medical records are directed to the Records Section where I have my written authorization of file-sharing only to certain people or organizations.
When I called up my doctor in SF to forward my file to my current doctor, she gave me a number to call. My failure to get my own records prompted the hospital to call them to make the request. My examination was a follow-up of a previous finding that was with my previous health provider.

DOCTORS HAVE MORE IMPORTANT THING TO DO THAN E-MAILING EACH AND EVERY PEOPLE WHO REQUEST FOR INFORMATION. THEY ARE IN THE HOSPITAL TO SAVE LIVES. stup…

Not even embassy personnel can get information about my condition not unless it involves security matters and warrants are issued for their procurement.The embassy personnel wom he contacted must have gone out of his way to inquire. (Thank him). But it will be limited only to what is obvious. The room number and the name of the patient.

Police authorities have to secure warrants to get confidential information only when the information is critical to investigation of a case . IT IS NOT the INCOMPETENCE OF PEOPLE nor a conspiracy of withholding information from Mr. British-guy-who-thinks-that-everyone-should-drop-whatever-they’re-doing-to-help-her-little-mistress who-she-suspected-is-also-a-part-of-the-scheme that he could not get the information he wanted to part with his money. It is his refusal to deal directly with the hospital and his lover. It is also his superiority complex which makes him feel so important he thinks it is the duty of the hospital to e-mail him as per request of people who are not even related to the girl. WHO IS HE? A MARRIED GUY WHO IS NOT EVEN COMMUNICATING DIRECTLY TO THE HOSPITAL TO OWN THE RESPONSIBILITY. A MARRIED GUY WHO IS BARKING ON THE FRIENDS OF HIS LOVER as if they are her ladies-in waiting and to the employer of his sweet one whose generosity of giving the deposit required seems not enough. He is also ORDERING HIM TO GATHER INFORMATION THAT HE CAN GET IF HE WISHES TO. And why did he not communicate with the hospital directly. Why is he just ordering from the distant UK?

WHY DID HE NOT INITIATE THE DIRECT COMMUNICATION WITH THE HOSPITAL?

I WILL TELL YOU WHY. BECAUSE THE E-MAIL ADDRESSES ARE DISPOSABLE. IF WORSE COMES TO WORSE, HE CAN SIMPLY DISAPPEAR. It does not require a rocket scientist to figure that out. BECAUSE HE WROTE THAT SILLY.

My only course of action is to completely – from this point of time – cut off all communication.
That night I deleted all her emails, addresses, my profile on the dating site, Mayen’s addition to my Messenger – the only way to get in touch with me that was still available was my cell phone.

Yes, cell phone is available but he can opt not to respond.

I received several calls – I didn’t answer them – voice messages left simply said “Timmy – call me – on my cellphone.”

AT THIS POINT, WHO IS HE TRYING TO DECEIVE?

2. Down payment is required for admission in the hospital. A sad fact but a practice of the industry. Mostly, the employer is the source of money. Reasons may be out of pity or payment is guaranteed because salary deductions could be arranged. Thank the person who did this for your sweet one. For the guy, he believed in Mr. British guy to be gentleman enough to handle the responsibility of the problem he is a part of.

3. He said that the hospital may not be involved in the scam only certain personnel or people.

I gave him the benefit of doubt. Because no matter how good an accounting system is, if the internal control is weak, there is a possibility that fraud may be committed somewhere in the process.

So I took a look at the invoice/bill sent to him.

At first I have a question regarding the dates.

See date of admission : August 10, 007
See date of discharge: August 13, 2007

Then I took a look at the hospital charges. For the room and board, this was the computation:

Room and Board Charges: .50 X 580.00 10.50 X 950.00

That means the patient stayed half day in a room that costs 580.00 then when she got out from operating room, she was placed in a room that costs 950.00 per day.

At first, I thought the amount seems padded but looking at the right side of the invoice, the run time is 8/21/07 which means that the statement of account as of 8/21/07.

I tried to contact him for clarification. Yes, Virginia, I was the person he was referring to. A duty of an auditor is to verify by interviewing or asking question if he has doubts on the documents. I sent him an e-mail. He was slow to respond. Must be suspicious of my motive or who I am. Thus my profile as a blogger was accessed. I did not mind. While waiting, I read the journals again where I could find the exact date when her girl friend was released. During their chat, it was mentioned 8/22/07. (Yes, they chat again, Virginia, as if nothing happened. He professed his love again. No he did not send money for the bill).

So the invoice reflects the charges as of 8/21/07. The date of the discharge was supposed to be 8/13/07. It was not changed because she is not yet discharged.

Question: Is there padding? NONE.

Now he came up with his own invoice to show how easy to make one. Ignorance of the accounting system makes him think that. The patient can always request for the supporting papers for every item that goes to the invoice.

Her lover attempted to do that but he refused to give his mailing address. He’s afraid that his wife might get it. DO not believe him that his wife knew.

Divorce in UK is bloody. Whoever is proven to be guilty of infidelity does not get his share in the conjugal property? Why is his trip to the Philippines all hushed up? Why was he afraid that his wife might lose her trust?

Why was her girl friend not released?

BECAUSE ALL THE TIME, THEY WERE WAITING FOR HIM TO SHOW UP.

If he was honest enough to tell them that he is not coming, the family and friends of her girl friend could have asked to hospital to make a payment arrangement which they did when finally, the people (who he called as scammers) realized that he had chickened out.

She was released from the hospital. WITHOUT HIS FINANCIAL ASSISTANCE.
